This memo provides an update to our memo of Oct. 31, 2013 (http://www.hr.ubc.ca/memos/new-provincial-government-health-safety-legislation-bill-14-bullying-and-harassment-oct-31-2013/), regarding new health and safety legislation to address bullying and harassment in the workplace.
The importance of maintaining a respectful environment for students, faculty, and staff has been a focus at UBC for some time. In 2008 we introduced the Respectful Environment Statement: a document that has provided guidance to our vision of creating an environment dedicated to excellence, equity and mutual respect. Changes to the Workers Compensation Act through Bill 14 have resulted in stronger WorkSafeBC rules on the prevention of bullying and harassment in the workplace and allow us to strengthen our message.
As previously advised, all faculty and staff with management responsibilities within your unit, department or Faculty must be aware of:
- Their obligation for creating and maintaining a respectful workplace free of bullying and harassment; and
- Their obligation to investigate complaints of bullying and harassment that are brought to their attention or witnessed.
In addition, all staff and faculty must be aware of:
- The UBC Statement on Respectful Environment for Students, Faculty and Staff;
- The procedure for raising concerns with regard to bullying and harassment; and
- Their obligation to maintain a respectful workplace free of bullying and harassment.

If you have not already done so, please notify all management and supervisory staff in your unit of their obligations as outlined above and ensure they have a communication plan to advise all faculty and staff of the information they require.
The website has information that is important to you and your staff and it will continue to evolve as further training and awareness resources are identified. Along with Human Resources and Risk Management Services, the University Health and Safety Committees across campuses will be engaged in the ongoing guidance of this initiative to ensure compliance with this important new legislation.
