The University has received notification from Citizenship & Immigration Canada (CIC) of two changes that will impact hiring and bringing foreign academics, including Postdoctoral Research Fellows, Clinical Fellows, and Visiting Faculty, to UBC.
For change one, all academic positions (tenure stream or term) and effective immediately, a Transition Plan is no longer required for Labour Market Impact Assessments (LMIAs).
For change two, CIC has announced that effective February 21, 2015, employers hiring foreign nationals who are exempt from an LMIA will be required to submit information about their business or organization, the Offer of Employment form, and pay a fee to CIC. The employer compliance fee is $230 and must be paid online. The University is still awaiting clarification from CIC regarding the Offer of Employment form, how information about the employer should be supplied, and how the employer compliance fee will be processed for individuals who are eligible to apply for their work permit as they enter Canada. Once we receive additional information on the above from the University, we will update you accordingly.
Examples of those exempt from the LMIA process are:
• Visiting Professors
• Postdoctoral Fellows
• Research Award Recipients (e.g. CRCs)
• US & Mexican citizens under NAFTA
